The Larsen Plan for American Recovery

Republican Candidate for Congress David Larsen offers his five-point plan for New Jersey and for America.

"It's one thing to talk a good ballgame when campaigning for office and many candidates are quick to offer criticism but slow to offer concrete, workable solutions," Larsen explains.

"But it would make no sense for me to ask for your vote without explaining what I would do once I got to our nation's capital. If elected to Congress I will begin my term of office by encouraging fellow Representatives to support a plan I carefully devised that would restore greater liberty to the people and increase the opportunity for all to become prosperous in a free market republic."

1. Shrink the size of federal government.

  • Defund any department or agency not specifically authorized by the Constitution.
  • Specifically prohibit pork barrel appropriations.
  • Prohibit federal subsidies or bailouts of private sector businesses.
  • Radically reform Social Security and Medicare to prevent them from becoming insolvent.
  • Mandate that a separate bill be introduced for each appropriation and cite the specific section of the Constitution that authorizes Congress to make the appropriation.


2. Restore a healthy, growing economy.

  • Slash corporate tax rates while eliminating needless and burdensome regulations that stifle business growth.
  • Slash individual and household tax rates while eliminating the estate tax and numerous other taxes.
  • Call for the abolition of the present income tax system and replace it a low, uniform, flat tax or a Fair Tax that would be applied on all individual and household income.
  • Introduce sweeping reforms for the health care industry, including purchase of insurance across state lines, elimination of mandates, policy portability, tax incentives and aggressive tort reform.


3. Ensure the security of our nation.

  • Secure our border with Mexico to prevent unauthorized entry into the U.S. and adequately fund the operation of immigration and border patrol agencies.
  • Mandate the enforcement of immigration laws to apprehend and deport undocumented aliens.
  • Reform current immigration law to efficiently facilitate immigration and assimilation while establishing English as the official language of the United States.
  • Adequately fund the United States military to ensure that our armed forces have the best available training and equipment.
  • Adequately fund our intelligence agencies and ensure open lines of communication exist between them.
  • Reform the current system of airport security to more effectively utilize existing resources for the identification and apprehension of terrorists.


4. Make the U.S. energy independent.

  • Expand exploration and drilling for oil and natural gas both on land and offshore.
  • Allow coal mining companies to explore and tap richer reserves of coal nationwide.
  • Permit the construction of new oil refineries and nuclear power plants nationwide.
  • Foster the development of marketable wind, solar and other forms of alternative energy production.
  • Enforce strict safety and environmental safeguards in the energy industry.


5. Make Congress answerable to the people.

  • Establish a limit of three terms or seven years for Representatives. (Regardless of this legislation I pledge that, if elected to Congress, I will serve no more than three terms.)
  • Establish a mechanism that enables Representatives to cast legislative votes remotely so they are able to spend more time in their home districts away from the potentially corrupting influences in Washington, DC.
  • Encourage individual states to permit their citizens to recall Representatives or Senators.
